New Scene Dialogue Box

I have no use for this. Is there any way to get rid of it and just have the app create a blank new scene without all the extras? Like it used to.

Yah, that was my opinion as well, IMO a very annoying change that serves no useful purpose for us users at all.
Luckily you can indeed change this but... credit where credit's due (!) => I didn't come up with this but Crosswind did. I did expand on it just a little bit though.
Now, whenever you press control + N (or your own shortcut) it will immediately load your empty scene file, no more annoying in between hiccup windows.
Just like you I also seriously disliked this change, IMO it's just an annoying change for the sake of change (if not I would have expected something in the settings). But you also gotta admit... Daz Studio is like elastic, you can customize just about everything! And that deserves some respect too.
Hope this helps!

I hope one day I know how to clear the scene + reminding users of saving current unsaved scene by Daz Script ~~ then there'll be no need to using a Template of empty scene.
This is discussed at length, with alternative methods suggested, in the release threads
