The Rotate Tool-"rings" don't move

Hey there,

for a long time now the three colored rings of the Rotate Tool have not worked for me. I can click them and move the eyes, but the rings don't change accordingly.  Same thing when I change values using the Parameters tab, the rings stay frozen.

So far I've used the Universal Tool instead, assuming I had some conflict with another product, but now I got tired of it and did a completely clean install - besides the absolutely necessary elements DAZ installs in the beginning only Victoria 9 is installed - and the problem persists.

What could cause this, does anybody know?

    With Rotate Tool, switch to "Use Local Coordinates" in Tool Settings pane...
