What is the difference between "200 Plus - Head & Face Morphs for Genesis 3 Female" and "Genesis 3 Female Head Morphs" ? If I have 200 plus, do I still need the "Genesis 3 Female Head Morphs" ?

Only if you want them. The Genesis 3 Female Head Morphs are sometimes used in creating other customs morphs offered for sale.
The Daz 3D set will frequently be one of the required products for add on character sets for G3F so is normally said to be an essential set of morphs to get. If you don't have this pack then many character sets will not work as expected.
The 200 plus set is an add on set done by a PA.
