That "new" node was released in 2017.

There is this newer one: Billboard Builder. (Note that it requires: C66 Graphics Plug-in).

I had forgotten about Now-Crowd Utilities. It's a different product (don't have it), but I don't think it can make the billboards, just work with existing sets.

Billboard Nodes Plugin came with several billboards and four scripts to create and manipulate billboard planes.  “The Billboard Nodes plugin creates flat planes that always align to the view of the user. This works automatically with all cameras and views in the viewport.”

Now-Crowd Utilities manipulates billboards but does not create billboards.

Billboard Builder allows you to create billboards instead of having to use a manual process to do so.
