So I want to create a dancer on stage effect with piercing Iray spotlights like in the image shown. What's the simplest best way to do this please.

Are you talking about a narrow spotlight, or is it the light bounching off the dustparticles in the air?

Just like in the picture essentially so no particles I mean I would like the dust particle method also if possible.

There are several ways to do this. There are volumetrics that come with Daz Studio you might try, but I have never been happy with the results. I suggest the following.

First way is shine a spotlight, or a series of spotlights on a primitive plane in the background far enough away so none of the light from your scene is illuminating the plane.

Second option is to use one or more primitive plane(s) with opacity and emissive maps. Same map for both.

Third option, postwork. I used GIMP. New layer, painted with the airbrush in white, reduced opacity, then used the eraser at very low power to shape the light.

You can combine all the above if wanted. Rendering your character on a separate layer will give you more flexibility with this kind of thing.
