Dockable, make undockable? How do I just put the tab in an existing window?

adding panels I get an option to dock a palette or make undocable but have no appearent way of dragging the tab into an exisitng window with tabs
how is this done?

With Window>Workspace>Lock Docking Undocking off you should be able to drag by the tab into an existing pane group. If you want to dock a floating pane as a new pane group you need to drag the pane's frame, and look for the line in the highlight colour when it is correctly placed.
