So for Iray I want to make it so a police car has the red and blue lights glowing going atop of it like its on the way to a scene. How does one light them up please so it looks like the lights are on.

...if they are their own material zones, open the Materials Tab, select both and turn the emissive channel for them "on"  After that select each one separately and apply the appropriate colour in the Emissive Colour channel.

  • Spotlights, especially if you're using anything volumetric to create the rays. Create spotlight, in the Light settings in parameters, change the light color to red or blue and narrow the spread angle to something like 30-40 degrees. Duplicate and reverse the copy 180. Create a group with the two lights, put them where you want them. Y-rotate them randomly to make it look like it's spinning. Duplicate the group and set them at whatever intervals you want. Makes for a more realistic look than using emissive shaders alone.

    Here's kind of a rough-draft representation

You may also want to enable the Bloom settings in the Rendering options.
