Is there a crowd generator product that can use our own figures?

You can use Ultrascatter, but you would have to have a collection of characters you want to scatter.

Some challenges with such a product is that you probably want difference among the characters, such as pose, gender, clothing, hair, and a crowd generator (script) must know which parameters that is available and which values that is possible.

I do not say it isn't possible, but I do not see a good way to do it. I would suggest looking in Tottes (Code66) shop, as he is doing what is closest https://www.daz3d.com/code-66
