    Task Manager is not useful by default. Instead of looking at that mini-graph go into the  main area of the tab and chnage one of the graphs to CUDA, if present, or Compute 0.

    Probably it has to reload textures between frames and recompute the scene data by the camera angle, which is done with the cpu, after that the gpu comes into play for rendering. In a typical scene the rendering takes much more time than initializing, but then it depends on your render settings and the scene itself. Also if you have a very slow cpu and a very fast gpu that could be it.
