Probably Toon characters from 3D Universe, and/or blended with some of his characters and others, e.g. Eden, Dakota, Ally 9. Or, just by using Cartoonized for Genesis 9...

To me, she looks like one of the FreshPixel Designs models (Lyra, Eva, Kyra, or Mariah maybe?) with Victoria 9 skin on. Possibly with some other character or age morphs.

Here's a quick, unfinished render of FPD's Lyra dialed in at 70% with Victoria 9 skin. Not an exact match, though.
