Anime Hair + DForce: How to keep initial shape

As the title says, I need a bit of help setting some anime hair that need some DForce in them.
I have everything set the right way, the simulation runs smoothly, no explosions, no clipping, no "adhesive" behaviour, just the hair prop tends to lose its initial shape, ruining the desired effect.
Which parameters should I tune to have the hair wave at the char's moves while keeping as much as possible the initial shape?

I think all stiffness properties on dynamic surfaces can help with your requirements to a certain extent . Or, a dForce add-on may also help?
Nope, they explode as soon as I change those values.
