How to set up hair and materials

So I have some downloaded hair and materials.
I can't, for the life of me, figure out how to set up smart content. I have the Hair recognized as hair, I've declared it in the database. So that's set. I have the hair showing Compatible with what I declared the hair as... when I select the hair, nothing shows in Smart Content. Instead, I see EVERY MATERIAL.
So. Um. Help?
(Trying to do this after discovering I totally forgot about some downloaded stuff because, of course, it has no smart content and doesn't show up in searches)

Have you set scene ID for the hair? (subset, or character or wealable, I do not know)
if you forget it,, you may need it . (you can set scene ID for the hair,, after you set meta-data for items, then compatiblity work for the hair)
load the hair by hair.duf (or cr2 etc) then, set scene ID from top menu>edit>figure>scene identification.
then input compatiblity base again.
then if you see all Material when you select the hair,, it means, you do not check Filter by context.
then Actually I needed this check box on and off twice to it change sort status, in surface tab,,,
