Is [KA Rocket Launch] this VDB a single instance.. does it have only one frame... some have three... Or is it the problem with the way I am loading the VDB?

Moved to Techncial Help as it is a question about an item, not a Product Suggestion (in search of/would like to see type of post).
The VDBs are single frames, not animations, as far as I can tell. Daz studio does not directly support animation of materials (it can be done, but requires the use of scripts).
