4.23 Invisible custom tool shortcuts

I recently updated my second install to 4.23 and 4 of my custom shortcuts are now invisible. As you can see from the attached image they are visible on my 4.16 install but are invisible on the 4.23 install.

If you look at the 4.23 toolbar the green dot represents the mouse cursor, you can see the link "tool tip" and if you click in the blank area they do work, they just don't show. I have deleted them and recreated them, that's why they're at the bottom of the custom actions list, and they are there in the toolbar window on the right.

I don't use the newer versions much, I still prefer 4.16 but I do believe it was working as normal in 4.22.
