Instances Plus+ rotation not working?

I just picked up a copy of Instances Plus+ and am exploring how to use it (no manual, no help files).

It appears that the ROTATION feature under the Settings Tab does not work for either Create Instances or Arrange Selected.  

I am still using DAZ 4.8 but I believe this product came out before 4.9 was released, so it should not be that.

Can anyone else confirm this problem and/or suggest what I might be doing wrong?  Thanks.
