V4 sedition biosuit rigging oddity

I can use the M4 sedition biosuit without M4 fitting all the sedition armour to it but the V4 one has the head parented to the hip not the neck making fitting the helmet and neck impossible

All I can do is parent them 

In carrara I can sort of fix it dragging the bone heirachy around but DS 4.9 I would need to use the figure setup tools by looks, I presume it is not an issue fitted to V4 as no head or neck mesh

I just did not want to load the extra figure
