There is no minimum on CUDA cores required to run Iray. It only has to have 4GB of RAM but the higher the CUDA cores the better it will be.
It doesn't abolutely have to have 4GB...it's just 1 GB - 3GB cards will not hold very large scenes and drop out of the render, falling back to CPU mode. 4GB of memory is the threshold, that will hold a scene close to what seems to typical size....a couple of figures, clothing, props and some architectural elements. Yes, you can fiddle with textures/compression, paring down scene elements to just those 'on camera' and other tricks to get the lower, memory cards to stay in the render loop, but with 4 GB you don't have to.
Basically that means any GeForce 400 series and newer card and the corresponding Quadro cards will work...but since 4 GB cards are usually 700 series and up, that's the 'practical' limit.
Isn't there also a speed factor, where a CUDA-equipped card with GDDR5 memory chips will render faster than one with the same amount of RAM in the older GDDR3 standard?
Yes...
A GDDR5 card with the same memory amount and same chip/clock speed as a GDDR3 card will be a bit faster...but amount still trumps speed, because if the scene doesn't fit, it's not going to use the card, so what is on the card doesn't much matter.
