How Create and connect many new vertices between many existing points?

Hello,
Imagine a circle with 700 points created with "circle from center tool", now add a new circle exactly like the first, only smaller, and place it at the exact center of the first circle.
QUESTION:
How do you create and attach vertices/lines between each point on the two circles, without doing it one by one? Imagine a spoked wheel for example.

Ruled surface

Under the "surface modeling" tab, select "ruled surface".
Click on the apex vertex of one circle and then on the apex vertex of the other one (or any 2 vertices, as long as the 2 points are coincident and parallel to the radius. Otherwise the "spokes" will be twisted). This will create a surface consisting of 700 quads forming a ring named "form0".
Now select the ring and go to "select edges" mode.
Now click on "ring" (it's right underneath the "select edges" icon). This will select all the radial "spokes".
Under the :lines" tab, select "curve extraction"
If you now hide "form0", you will see your 700 spokes. :)

Now I know the way I implemented the two word answer, was the right way to do it.
Besides, I am sure I wont be the only person who needs this answer.

Oh lordy, Roy! I hate admitting to having any "senior moments" but I'm embarrassed to say I don't remember being sent any files (except one from tramp using e-mail about a month ago before). When did you send them and how?
But at least I can help with the smileys; they're in a blue colored link named "Smileys" just to the left of the message box where we write these posts. :)
The files regarding that "crash on face selection problem" you asked for? Sent by e-mail to your temp Verizon account?
