Now twist the neck around like the illustration.
I'm guessing you'll need more bones in the neck to do that. Doesn't really matter what figure you use.

I already explained how, but simply put: have two figures (i used genesis). On one, turn of the head/neck/eyes/mouth. This is the base body. On the second body, turn off everything EXCEPT the head and neck parts-this is the head. Now load any kind of easy pose tube. I subdivide the tube so it bends more smoothing. Parent to the BAse body's neck. Move the second body so that it lines the head/neck up with the tube. Scale the tube/move so it more or less fits the neck. Parent the Head Body to the top section of the tube. Now you can select the node or root of the tube, and easy pose it and the head will move with it. Next you can pose the head (but no other part of the body- the neck has to line up with the tube.
I tiled some of the body texture on the neck to get it close in color.

actually i could probably do that with what is already in the figure. I actually had some pretty wild bends and curves in my first attempt but i took them out because i was just trying to throw something together quickly and it would have been more work to clean it all up and get it looking good. Getting it to do a loop or a figure 8 bend would be hard, but an S curve is fairly simple. I use magnets and wave deformers along with PP2014's morph brush. And if I really wanted to get crazy I would just change the neck into a soft body dynamic and then it would be a bit like working with jello
