Yes...
I use a little of both. Even 1 level of subdivision will usually make the bends and curves in the hair more 'natural' while smoothing tames things like crinkles at the shoulders (along with collisions) or small intersections with the face/neck/etc.

For 3Delight, yes as far as I know. I think they are talking about viewport SubD, or maybe Iray or other render engines.

But why would u want to render at such high levels anyway? I tried it before with 5 on one figure and it looked ugly compared to just using 3
