If thias happens to you, first make asure that ALL Windows updates have completed. Then check your cirectory.
If that doesn't work, then reinstall both DAZ and PostgreCMS.

Second Tuesday of the month is Microsoft Update day, unless there is an urgent patch.
Open Windows Task Manger and go to the Services Tab. There should be an entry labelled DAZContentManagement.
This isn't always the case, my setup for example does not use a dedicated service (probably because I still rely on DIM instead of Daz Central). So you can't really rely on this. You can also check the 'Processes' tab, find the "Daz Studio Application" section, expand it and it should also list "PostgreSQL Server", if it does it means that the CMS is running.

Missed this. it is referring to the Valentina database, which was an always-on service. Daz Studio has not used valentina since 4.9, and dropped it as the default (in favour of PostgreSQL) before that. I have added a note to the post to try to avoid future confusion.
possible prevention for future issues
Way back on day 1 somewhere in 2007 I didn't like the way everything was stacked
I have 50 folders ... each with a specific kind of product installed in it (DIM will do it)
recommended daz folder for 1 ...
then clothes, people, hair, cars buildings (okay I have 20 levels of building by history and style etc)
but each folder is imported into my content library.
since I have copies of the entire drive I can never lose the way I've arranged my content.
