Not exactly what you're looking for but the dress has the puffy sleeves and a plunging neckline, and is meant to be used with an obi so a corset should work.
I do have MD still installed, so if you're deseprate enough to do the rigging/dforce I could probably make you the obj on Sunday.
(Attached is 5 minutes with the modular shirt that comes with MD, just with the sleeves widened. I would still need to do the collar, lining, seams, work out the fabric weights, topology etc. You could use your own shaders to the material zones or I could add some textures with the obj. It's been on my todo list to work out how get MD stuff back into Daz for simulation (usually I export the pose and do the simulation in MD).)
It doesn't look like that shirt has any open morphs beyond the first button. I'll have to take a look at other button down shirts...I know there's a bunch out there.

Dzheng's sets were already mentioned above and sadly, there's not much to them. I'm looking for stitching detail, etc...and that is difficult/impossible to add with tiled shaders...unless one is good at making real textures specific to that uv. The clothing needs to be able to stand up next to a photoreal model. That's the problem with a lot of clothing out there...it's just dforce tubes with no real detail work, so it can look ultra fake.
It is difficult/impossible to add stitching detail with tiled shaders. I have a few wonderful tiled shader sets (I collect Fabiana's as they are my favorite)...but if the starter outfit is missing stiching detail to pull in from a normal map, then the end product won't have stitches or any of that sort of detail...and then it looks off. From a distance, that's ok, but not up close.
I'll check out the free one, however.
I have this and if I remember right, the top ends right under the boobs so it would be a bit too short. The corset I'm going to use will be an underbust style (but more of a waist cincher compared to the one pictured), so I'll need at least some shirt material on the torso.
This shirt from Linday could work as well using the method described above to puff the sleeves and then pull the cuffs back in -

I like Linday's clothing because it is typically super-detailed.
This one might be a winner.
I didn't but tossed it into my wishlist after suggesting it here and just got it as my Advent calendar 2.99 item

I'm invested- and curious with what you end up getting and how you end up using it :) Might have missed it but did anyone mention this one? It's open, has a collar, gen 8, and doesn't look too modern- not sure if it is what you are after though- good luck!
