I just unstalled the Valentina one I have already installed the PostgreSQL, do I have restart my computer for it to work?
You may need to restart to remove Valentina as it runs as a service, PostgreSQL is just an application so no restart should be needed for that. However, if PostgreSQL is installed DS should use that and not Valentina.
Welp is still having the same problem, but I have support trying to help me with this problem, but I don't what to do now it's like no matter what I do it will still have this problem and plus I have restarted my computer, and like I said it's still having the same problem.
And I tried using Zone Alarm for the Firewall, because I got tired of Windows firewall after I install it and start up Daz Studio it made crash because it needed for CMS to allow for the inbound and outbound connections and I removed Zone Alarm. Sould I try using Norton Security? I have used it before and I have Comcast and I can use it.
But I think it's CMS problem, because when check the firewall on Windows I click the on ''Allow an app or feature though Windows firewall'', I don't see it on the list on it. So, do I have to add it by doing ''Allow another app...''?
No, you have PostgreSQL installed and connected so that should be OK. Unfortunately I can't see any symptoms that I recognise as accounting for your issue. I suppose one question might be are you running an admin or an ordinary user account?
I'm using an admin, but I think I can just not use Windows 10 anymore on my new PC I'll just switch to 8.1 Pro. Because since Windows 10 is still kinda new I'll just wait a year or two to see how much better it is, since 8.1 I think is stable to deal with CMS or both.

I got CMS working without the Install Manger, and also I got the log file in case you want to read it. But here's what it said for CMS.:
Connected to CMS: PostgreSQL 9.3.4, compiled by Visual C++ build 1600, 64-bit
But it's still freezes after the splash on start up, but I'll give my PC specs.
Windows 10 Pro (64-bit)
