I'm having the same problem, I've spent a lot of hours uninstalling and reinstalling thru DIM both daz and Postgrecms I have to reinstall Daz thru DIM because trying to install it from a downloaded file means it hangs at the end of the install when it reaches "installing Content Management Service." Sunday it hung for 3 hrs before I cancelled it.
This is Daz 4.9.2.70 both 64 and 32 bit. I have Avast and I've never had a problem with it and Daz before in fact both Daz and PostgreCMS have full access thru the firewall. The last time I was able to use Daz sucessfully was on Nov. 8th. I went to do something yesterday and got the postgreSQL error.
When I open Daz the open task manager there are no, zip, zilch, nada instances of PostgreSQL running either under the processes tab or under the services tab. In fact under the services tab the is no evidence of Daz Studio running, just under processes. In fact I just noticed that DazStudio isn't even listed under Control Panel. The only Daz software listed there in DIM and Hexagon.
Neither DS not PostgreSQL should appear under services - Valentina was a service, but PostgreSQL is launched as needed (by DS and DIM). If yous tart DIM do you see any PostgreSQL processes running?
No there are no PostgreSQL processes running under DIM OR DAZ.
Two hours ago I turned off Avast downloaded and reinstalled Daz and PostgreSQLCMS from exe. I still recieve the error. Now the start cms button on Smart Content is gone and in content library both start stop cms buttons are greyed out.
I go into Pref>CMS Settings and the ClusterPath is shown as none and the port is 1024. I change CMS settings to the port and Directory given in the cms config file .json file ("Port" : 17237, "DatabaseClusterPath" : "C:/Users/joh/AppData/Roaming/DAZ 3D/cms") click apply. No change. Literally I hit F2 and CMS settings still shows Cluster Path as None Port 1024 It is now Tuesday Morning and I've been trying to fix this since Sunday Morning. I'm currently looking at deleting Daz and suspending my PC Membership until Daz fixes this. I'm on Social Security and can't afford to pay for something I can't use.

I was experiencing this problem on my surface pro 2 after I updated Daz Studio. I fiddled with it last week, but was unable to find a solution until today.
I basically uninstalled everything and wiped my computer of anything relating to Daz. First I uninstallled Daz Studio and Postgresql with Daz Install Manager. Then I used a program called Revo Uninstaller.
I found I still had the Daz CMS installed according to Revo, so I uninstalled it. Then I uninstalled Daz Install Manager. I did a moderate scan which included removing some entries in my registry (DO NOT DO THIS UNLESS YOU KNOW EXACTLY WHAT YOU ARE DOING!!). Revo also found some leftover folders, so I deleted those as well. I had to do a system reboot.
I then did another search on my hard drive for leftover folders and deleted them (AGAIN BE CAREFUL DOING THIS!!) including a leftover folder in C:\Users\<username>\AppData\Roaming. I also found some of my old content folders and yes, I deleted those as well. Some of you may not want to do this.
Once I was pretty certain I had removed most if not all traces of Daz, I reinstalled Daz Install Manager. Then used Daz Install Manager to reinstall Daz Studio and PostgreSQL.
You don't need SQL to use studio; it is a requirement if you want to use Connect and its DRM component. I don't like it because (at least in part because of the DRM part), and freely admit that.
I uninstalled SQL from my machine - the popup appears everytime I start studio, i just click ok; obviously I can never use Connect as it won't work - but it isn't an issue for me.
I had the same issue after I had removed a second user account (Windows 10 menu issues forced me to create a new one). Somehow Daz|Studio and PostgreSQL were still having a connection to that.
I uninstalled both Daz|Studio and PostgreSQL, removed all traces and then reinstalled both and now it's working again.
I fixed this issue, all I had to do was
1. Make sure your network settings for wifi or internet settings are not set to public network. Should be set to private network
2.I turned on make this PC discoverable.
Opened daz and smart content cms was working fine.?? Try it to see if it works for you..

CMS error went away and Products and Categories came back under Content Library. Unfortunately the Products was empty (just showed L and some user icon). But then I tried the Content DB Maintenance function again -- this time with just "Re-Import Metadata" checked. After a few minutes, my Products was fully loaded.
I thought I was going to have to uninstall all 4000+ products using DIM and re-install them in order for DS to be happy, but I didn't. So thanks for your post.
I updated my version of Windows 10 and now Daz3D give me the CMS connection error. Tried everything above and nothing worked. I wonder if the updated version changed program security and is blocking CMS from working. Anyway I found that if you use Install Manager that you can install models into Daz3D. It's a pain, but it works.
As a side. All my models in Poser don't show up either. What a pain.
After encountering this issue on Windows 10, I ended up resolving it; there were two things it could have been:
1) An older (years older) version may have had leftovers hanging around. I used "Uninstall" DAZ from Add/Remove Programs control panel, and then searched my drives for "DAZ" and manually deleted the remaining files.
2) I found that DAZ does not seem to honor the file location I told it to install in. Many parts were still on the C: drive and should have been on a G: drive I had specified. My gut tells me this was the real issue, as many things wouldn't work if it installed only partially in the location I changed it to and partially where it wanted.
After these steps, I then re-installed DAZ fresh, and did NOT change its default install location. Everything worked fine after that.
Hope this helps someone else, as these issues can be very frustrating and confusing!

Virgin Win7Pro system, Studio 4.9, never online, everything manually loaded through DIM.
Every time I install new content, I get that message the first time I fire up 4.9 afterwards. Restart 4.9, never happens again.
Until the next time I install something with DIM. Every time.
How soon after closing DIM are you starting DS?

That means it's a permissions problem...

You need Sqiggle if you want to use Smart Content, but you don't need Smart Content to use Studio.

Hey guys, I also fixed the problem somehow after trying everything that has been said in this post. This is what I did:
Open Daz Studio 4.9 as administrator.
In "smart content" click the right button of the mouse and the option "Content DB Maintenance"
Then click "Reset Database" and then YES
The last two options will be ticked.
Finally, "Accept" and it will start working.
Once we are finished we close DAZ and reboot the PC.
This did the trick for me.

How solved this same error for my Situation:
(Windows 10 - only Windows Defender for antivirus and firewall)
Having Installed via DIM - certainly not as Admin - but with some popups from Windows defender during first starts of DAZ ).
I did the following: (I don`t know if all of these actions were necessary)
- I switched firewall to "private" settings (this alone was not enough)
- I use only Win Defender as Firewall and as Antivirus protection, so had put all
.exe-files I could find under :\Program Files\DAZ 3D (no where else) (mainly 3 folders)
1.- on the firewall exclude list
and also
2.- on the excludelist for folder protection (by windows defender)
There are many .exe-files at these places, (including the postgres.exe)
in C:\Program Files\DAZ 3D\PostgreSQL CMS\bin
and there is DAZStudio.exe (and some others) here
C:\Program Files\DAZ 3D\DAZStudio4
C:\Program Files\DAZ 3D\DAZ3DIM1
After these anoying operations and restarting DAZ,
there was no more error and I could happy login this time.
