    I thought I had an answer but Google is my friend so I looked it up and the concensus seems to be that "plague" is the name of a particular disease, (remember the rats in medieval Europe?) that still exists and pops up again now and then in small areas.  A "pandemic" is a generic term for any rapidly contageous, wide spreading disease.

    I smell ether and it is giving me a headache

    I rang the environmental protection authority to ask what a meth lab smells like

    they were utterly no help

    I don't want to get into trouble for filing a false police report against my neighbours either

    if they have a clandestine lab and it blows up I hope my house doesn't catch fire

    I've never truly been able to assess the adorable factor of a cat without trying to pet it first. Looks can be deceiving especially in a feline. :3

    If reasonable, ask the neighbors if they are painting or lacquering or ask if they smell gas and tell them that it is causing headaches.  Don't let on that you suspect drugs or are going to report it.  Especially if they are scary people.

    If that doesn't work, report smelling gas to the utilities company.  They have to come around to investigate and might notice the smell too.  Or their instruments might set off alarm bells.  The police or fire department might come too, adding to the confusion and getting more experts to weigh-in their opinions of what's going on.  If true, you'll be rid of your neighbors and might make an exciting event.  If false, you might find out it was a temporary paint job, or get them to stop whatever activity was causing it.

    may if it persists 

    so far was a once off, extremely strong but disapated afterwards
