for some reason I cannot get the diffuse to render on Luthbel's Wizard's sash with filament, even changing the shader then loading the map in

The shader may got corrupted , sometimes it happening to me too .. try to use any other iray shader Metallicity based and then replace the diffuse , if not working you need to start over with the scene , it looks like Ambient value is on 100% to me even if you don't see it under iray shader , it merged with 3DL probably
the Normals may be inverted too on the cloth and invert the lighting ( bend it differently from the rest ) hard to say 100% without having it but I see some blue on the rest too, so check the light too .
well this is weird
I resaved a copy of the jpeg with Microsoft Paint and that works
That's weird , never saw this before , good to know just in case.
